49 MATCH REVIEW PANEL

49.1 A Match Review Panel (“MRP”) shall be appointed by The League. 

(a)  The League Executive shall appoint a Chair of the MRP.

(b) The Chair must not be an employee of The League.

49.2 The MRP shall be responsible for assessing the merits of

(a)  a Category “A” Report.

(b)  a Category “A” Complaint.

49.3 The MRP may in its sole discretion

(a) dismiss a Category “A” report.

(b) dismiss a Category “A” Complaint.

(c) offer a reported player or official a Prescribed Penalty or a Pre-Tribunal Penalty.

(d) refer a Complaint in relation to an incident whose conduct is considered a Category “A” reportable offence to

(i) the Tribunal or

(ii) the Investigation Committee or

(iii) The League Executive Committee 

49.4 When a Prescribed Penalty or a Pre-Tribunal Penalty offered by the MRP is rejected by a player or official the report shall be referred to the Tribunal.

49.5 Determine any matter(s) not provided for in these Rules and Regulations as it sees fit.

50 POWER TO MAKE A CATEGORY "A" REPORT

50.1 An officiating Umpire or an Official of The League may make a Category “A” report in a match or trial match of The League.

(a) The Officials of The League appointed each year by The League shall be

(i) a member of the Executive Committee. 

(ii) an official Umpire Observer of The League.

(iii) on the Umpire’s Coaching staff.

(iv) an Umpire at the ground to which they have been appointed to Umpire by the Umpiring Manager.

(v) a person appointed by The League.

50.2 A person with the exception of an officiating Umpire with either current or past affiliation with a Member Club is unable to act as an Official of The League in a match in which such past or current Member Club is participating. 

50.3 An Official of The League reporting a player for a Category “A” offence shall approach the Field Umpire(s) only at the next available break in play - including when a goal has been scored - to inform the Field Umpire(s) of such report.

50.4 Only an officiating Field Umpire may impose a send-off for a Category “A” offence.

50.5   Determine any matter(s) not provided for in these Rules and Regulations as it sees fit.

CATEGORY "A" REPORTABLE OFFENCES

51 CATEGORY "A" REPORTABLE OFFENCES

51.1 A Category “A” offence is when the offence is to cause a player to be reported by an Umpire or an Official of The League as defined in Clause 50.1.

51.2 If a Category “A” report is made by a Field Umpire the player shall be sent from the playing field for a minimum of ten (10) minutes of playing time or greater up to the maximum of the remainder of such match as determined by the reporting Field Umpire.

(a) the reporting Field Umpire shall notify the Match Day Official by holding up a red card indicating the player has been reported for a Category “A” Offence

(b) the player may be replaced after ten (10) minutes of playing time

(i) the ten (10) minutes of playing time is a continuous ten (10) minutes on the Match Day Official’s watch or clock.

(ii)  there is no stopping of the ten (10) minutes on the clock for any time on as signaled by the Field Umpire(s).

(c) either or both participating team Runners may approach the reporting Field Umpire only during a break in play – including when a goal has been scored - to request the duration of the send-off for the Category “A” offence.

(d) the Field Umpire(s) shall inform either or both the reported player’s Runner and the opposing team’s Runner the amount of send-off time imposed.

51.3 A Goal or Boundary Umpire or an Official of The League who makes a report for a Category “A” offence shall inform the Field Umpire(s) of the report at the next available break in play - including when a goal has been scored - after the incident causing the report.

(a) it is the Field Umpire(s) decision as to whether such reported player is to be sent from the playing field and for what duration of time such player is to remain off the playing field.

51.4  Any of the following types of conduct is considered a Category “A” reportable offence

(a) intentionally or carelessly:

(i) striking another person;

(ii) kicking another person;

(iii) kneeing another person;

(iv) Charging an opponent;

(v) engaging in Rough Conduct against an opponent;

(vi) bumping or making forceful contact to an opponent from front-on when that Player has their head down over the football;

(vii) head-butting or making contact to another person using the head;

(viii) making unreasonable or unnecessary contact to the eye region of another person;

(ix) making unreasonable or unnecessary contact to the face of another person;

(x) scratching another person; or

(xi) tripping another person whether by hand, arm, foot or leg;

(b) eye-gouging another person;

(c) stomping on another person;

(d) intentionally making contact with, or striking, an Umpire;

(e) attempting to strike an Umpire;

(f) spitting on or at an Umpire;

(g) behaving in an abusive, insulting, threatening or obscene manner towards or in relation to an Umpire;

(h) using abusive, insulting or obscene language towards or in relation to an Umpire;

(i) unreasonable or unnecessary contact with an Umpire;

(j) carelessly making contact with an Umpire;

(k) disputing a decision of an Umpire;

(l) spitting on or at another person;

(m) attempting to strike another person;

(n) attempting to kick another person;

(o) attempting to trip another person whether by hand, arm, foot or leg;

(p) making unreasonable or unnecessary contact with an injured Player;

(q) engaging in a Melee;

(r) instigating a Melee;

(s) wrestling another person;

(t) pinching another person;

(u) engaging in an act of staging;

(v) using abusive, insulting, threatening or obscene language;

(w) use of an obscene gesture;

(x) engaging in Time Wasting;

(y) interfering with a Player Kicking for Goal;

(z) intentionally shaking, climbing or otherwise interfering with a goal or behind post;

(aa) failing to leave the Playing Surface when directed to do so by an Umpire;

(bb) wearing boots, jewellery and equipment prohibited under Clause 44; or

(cc) engaging in any other act of misconduct or serious misconduct.

51.5 The Field Umpire(s) shall send the Category “A” offending player from the playing field immediately or the Field Umpire(s) may allow play to continue before effecting the send-off if the Umpire believes this is an advantage to the non-offending team.

51.6 If a player committing a Category “A” offence refuses to leave the playing field to the satisfaction of the Field Umpire(s), the Field Umpire(s) may report the offending player’s Member Club to The League. 

51.7 A player who has already been reported for a Category “A” offence who is then reported for a Category “A” or “B” offence in the same match shall be sent from the playing field by the Field Umpire(s) for the remainder of the match but may be replaced after ten (10) minutes of playing time.

51.8 A Category “A” report is to be made on the official interchange card by the Match Day Official stating the playing number, the time the player was sent from the playing field and the quarter in which the report was made.

51.9 A Category “A” report shall be detailed by the Field Umpire(s) on The Match Day Paperwork App.

51.10 A report made by a Field Umpire(s) made in accordance with Clauses 51.1 or 51.3 hereof shall be lodged with The League by 10:00am on the Monday following the match from which the report was made.

51.11 Any officiating Umpire from the match in which the report was made shall so far be as reasonably practicable comply with the requests of The League to appear before the Tribunal and/or the Investigation Committee.

51.12 The MRP may nominate certain Category “A” reportable offences as a Prescribed Penalty offence and the player or official may accept the Prescribed Penalty if offered by the MRP.

(a) when a Prescribed Penalty offered by the MRP is rejected by a player or official the matter shall be referred to the Tribunal. 

(b) a player may plead guilty and accept a Prescribed Penalty only once during the playing season.

(c) a maximum of three (3) players from a Member Club may plead guilty and accept a Prescribed Penalty during the playing season. 

(d) any further Category “A” Reports from the Member Club for the remainder of the playing season will be referred to the Tribunal.  

51.13 The Prescribed Penalty offences list and penalties are as follows:

(a) using abusive, insulting, threatening or obscene language, or an obscene gesture to a person(s) other than an officiating Umpire - 1 match.

(b) engaging in time wasting - 1 match.

(c) throwing or pushing another player after the player has taken a mark, disposed of the football or after otherwise out of play - 1 match.

(d) engaging in a Melee, except where a player’s sole intention is to remove a team mate from the incident - 1 match.

(e) attempting to trip another player by hand or arm - 1 match.

(f) intentionally shaking a goal or behind post when another player is preparing to kick or is kicking for goal or after the player has kicked for goal and the football is in transit - 1 match.

(g) wrestling another player - 1 match.

(h) failing to leave the playing field when directed to do so by a Field Umpire - 1 match.

(i) wearing boots, jewellery or other equipment prohibited under Clause 44 of these Rules and Regulations - 1 match.

(j) an act of misconduct - 1 match.

(k) engaging in rough conduct against an opponent which in the circumstances is unreasonable - 2 matches.

(l) attempting to strike another player - 2 matches.

51.14 A Member Club bye or a match lost by forfeit in any Division shall not be included as a match served in a player’s suspension.

51.15 The League and/or Tribunal shall retain the rights to impose a further Fine and/or penalty upon a player or Member Club Official or Member Club.

51.16 Determine any matter(s) not provided for in these Rules and Regulations as it sees fit.

CATEGORY "B" ORDER OFF RULE

52 CATEGORY "B" ORDER OFF RULE

52.1 A Category “B” offence is when a minor misconduct is committed by a player which in the opinion of a Field Umpire(s) does not warrant a Category “A” report but the player shall be sent from the playing field for ten (10) minutes of playing time and may be immediately replaced. 

52.2 The Field Umpire(s) shall notify the Match Day Official by holding up a yellow card indicating the player has been sent off for a category “B” offence. 

52.3 The ten (10) minutes of playing time is a continuous ten (10) minutes on the Match Day Official’s watch or clock.

(a) there is no stopping of the ten (10) minutes on the clock for time on as signalled by the Field Umpire(s).

52.4 A player who is issued a second Category “B” offence in the same match shall be sent from the playing field by the Field Umpire(s) for the remainder of the match but may be replaced after ten (10) minutes of playing time.

52.5 A player who is issued two (2) Category “B” yellow cards in the same match shall be suspended for one match.

52.6 A Category “B” offence shall only be made by a Field Umpire umpiring the particular match.

52.7 The Field Umpire(s) shall send the Category “B” offending player from the playing field immediately or the Umpire may allow play to continue before effecting the send-off if the Umpire believes this is an advantage to the non-offending team.

52.8 If a player committing a Category “B” offence refuses to leave the playing field to the satisfaction of the Field Umpire(s), the player may be reported for a time wasting or a misconduct Category “A” offence.

52.9 A Category “B” report shall be made on the official interchange card by the Match Day Official, stating the player’s guernsey number, the time sent from the playing field and the quarter in which the report occurred. 

52.10 A Category “B” report shall be detailed by the Field Umpire(s) on The Match Day Paperwork App.

52.11 A player sent from the playing field for three (3) Category “B” offences during any Minor Round  match of The League shall incur a two (2) match suspension for the following two (2) matches of The League

(a) these two (2) matches suspension are not included in such player’s accumulative suspended matches total in The League. 

(b) such player shall still be eligible to win a Best and Fairest (medal) award in The League.

52.12 Any subsequent yellow card incurred in the current playing season including Major Round Matches will result in an automatic one (1) match suspension.

52.13 The League shall advise the player’s Member Club when the suspension subject to Clause 52.11 is to be instigated.

52.14 A Member Club or player may appeal against a Category “B” offence

(a) such appeal shall be lodged to The League in writing within two (2) days of the match played.

(b) a $200 fee shall be lodged with the appeal.

(c) the appeal shall be heard by the Tribunal.

(d) The $200 lodgement fee shall be forfeited if the original decision is confirmed but reimbursed if the appeal is upheld.

52.15 Determine any matter(s) not provided for in these Rules and Regulations as it sees fit.

53.1 During a match of The League if three (3) or more players continue to wrestle, fight or aggressively conflict with each another after instructions from a Field Umpire(s) to cease such confrontation and which in the opinion of the Field Umpire(s) the incident is likely to bring the match being played into disrepute or prejudice the interests or reputation of The League either or both Member Clubs may be reported for an Engaging In A Melee offence.

53.2 Officiating Field Umpires appointed by The League in which the match is being played or Officials of The League may report a Member Club for an Engaging In A Melee offence.

53.3 The Field Umpire(s) or an Official of The League shall inform the Match Day Official of such offence(s) and the Match Day Official shall acknowledge the Engaging In A Melee details have been received and understood.

(a) if a player or players are sent from the playing field for an Engaging In A Melee offence either or both Member Clubs may be liable for a Fine. 

53.4 The Umpire(s) or Official of The League shall inform The League of the incident by 4:00pm on the Monday following the match. 

53.5 Fines for Engaging In A Melee offence in the same year are as follows

(a) First (1st) offence - $250 Fine.  

(b) Second (2nd) offence - $500 Fine. 

(c) Third (3rd) offence - $1000 Fine.

(d) Fourth (4th) offence - referred directly to the Tribunal.

53.6 The League and/or Tribunal shall retain the rights to impose a further Fine and/or penalty upon a player or Member Club Official or Member Club.

53.7 The penalties as listed in Clause 53.5 may be doubled during Major Round matches of The League.

53.8 If a Member Club is issued a second Engaging In A Melee offence in the same Division in the same year’s Major Round, the Member Club shall be referred directly to the Tribunal.

DISCRIMINATION, RACIAL AND RELIGIOUS VILIFICATION

54 DISCRIMINATION, RACIAL AND RELIGIOUS VILIFICATION

54.1 A person shall not act towards or speak to another person in a manner, or engage in conduct which threatens, disparages, vilifies or insults another person on any basis, including but not limited to, a person’s race, religion, colour, descent or national or ethnic origin, special ability/disability - including without limitation, disease or illness - or sexual orientation, preference or identity. 

54.2 In the event a person hears what they interpret to be a racist remark such person may lodge a complaint in writing to The League advising of what was said, by whom and at whom it was directed.

54.3 The League may investigate such complaint as it deems fit. 

54.4 A person who exhibits racist behaviour shall be liable to a penalty The League may impose including a Fine and/or loss of Premiership Points in the Division the player’s team participates in or in all Divisions in which such Member Club participates.

54.5 Determine any matter(s) not provided for in these Rules and Regulations as it sees fit.

CATEGORY “A” COMPLAINTS

55.1 A Member Club may lodge a complaint in relation to an incident in a match played in The League whose conduct is considered a 

(a) Category “A” reportable offence.

(b) Prescribed Penalty offence.

55.2 A Complaint lodged under Clause 55 shall 

(a) be lodged with The League by 4.00pm on the Monday following the match.

(b) be made to The League in writing by a Member Club.

(c) contain all facts relevant to the matter which is being referred as well as the relief sought by the referring party.

(d) be accompanied by a payment of $500 inclusive of GST with $250 being refunded in the event the relief being sought by the referral party is satisfied.

55.3 The Match Review Panel shall deal with such complaint. 

55.4 A complaint in respect of a matter relating to a match played in The League lodged after the deadline shall only be considered at the discretion of The League.

56 GENERAL COMPLAINTS

56.1 A Member Club or person may lodge a complaint to The League in writing within seven (7) days in respect of a matter relating to an aspect of The League or a match played in The League not dealt with under Clause 55.

56.2 The League, the Executive Committee, the Tribunal, or the Investigation Committee shall deal with such complaint. 

56.3 A complaint in respect of a matter relating to an aspect of The League or a match played in The League lodged after seven (7) days shall only be considered at the discretion of the Executive Committee.

56.4 Determine any matter(s) not provided for in these Rules and Regulations as it sees fit.
