10 PLAYER REGISTRATIONS AND TRANSFERS (CLEARANCE)

10.1 A player shall be a minimum of fifteen (15) years of age to be registered with The League.

10.2 Specific to Clause 7.2 of these Rules and Regulations, no player shall be permitted to play for a Member Club unless they first complete the details and sign a Player Registration and Transfer Form (Appendix 1) to become a registered player of The League.

10.3 A player desiring to register as a player of The League and whom

(a) has played an official match in any other Australian Football league or association or Member Club within the last twenty-four (24) months and was over the age of fifteen (15) at the time of such registration and/or

(b) has played with or was registered with a club prior to or at the same time, or ever played in the South Australian National Football League (“SANFL”), shall request and obtain a transfer from the other league or association or Member Club where such player was previously registered.

10.4 A player who is required to obtain a transfer shall complete and sign in their own handwriting a Player Registration and Transfer form (Appendix 1) and if such player is under eighteen (18) years of age the transfer application shall be also signed by a parent or guardian of the player.

10.5 A Player Registration and Transfer Form shall be lodged into the Competition Management Tool prior to a player playing a match in The League.

10.6 All transfer applications shall be lodged into the Competition Management Tool during such periods determined by The League but not later thirtieth (30th) day of June in the year in which the transfer application is sought.

10.7 A transfer shall be accepted or declined through the Competition Management Tool within six (6) clear Calendar days inclusive of the date from when the transfer was requested.

10.8 Should the releasing Member Club not respond to the transfer request within the time specified in Clause 10.7 the player shall be deemed to have been transferred in accordance with Clause 10.3.

10.9 Where it is not possible for a player to obtain a transfer because the club, league, association or previous Member Club with which the player was last registered has ceased to exist, The League may authorise the transfer of such player.

10.10 Should a player wish to withdraw their transfer application, the player shall complete the Player Withdrawal of Transfer Form (Appendix 2). (a) when refusing the player’s transfer the Member Club shall submit this form to The League within six (6) clear calendar days from the date the transfer application was submitted.

10.11 A transfer sought by a player from a club, league or association apart from a Member Club, shall comply with the Rules and conditions as specified in the South Australian Community Football League (“SACFL”) Transfer Regulations, Clauses 8 – 17 specifically Clause 16.4 (Appendix 3).

10.12 A player registered with a Member Club in either the current or previous year and who is transferred to another league, association or Member Club in the current year shall only be transferred back to the original Member Club within the current year, unless the original Member Club agrees to such other transfer.

10.13 A player who has no financial indebtedness or contractual obligations to their previous Member Club shall not be refused a transfer.

(a) if a player’s indebtedness to a Member Club is player subscriptions the amount owing shall only apply to the player’s year prior to the year in which the player seeks a transfer.

(b) a player who played only one (1) match for a Member Club in the year previous to the year in which the player seeks a transfer shall be exempt from paying any outstanding subscriptions from the previous year when applying for a transfer to another Member Club.

(c) a player who played two (2) or three (3) matches for a Member Club in the year previous to the year in which the player seeks a transfer shall not be refused such transfer provided the player pays fifty percent (50%) of their outstanding subscriptions owing to a Member Club from their previous year with such Member Club.

(d) The only recognised contractual obligations by The League are the SACFL Playing Contract form (Appendix 4) and the SACFL Standard Coaching Contract (Appendix 5).

10.14 Services Required is acceptable as a valid reason for refusal of an application for transfer between Member Clubs only when a player has played a minimum of one match for the Member Club during the current playing season.

10.15 A player refused a transfer by a Member Club may appeal in writing to The League which may investigate, hear and determine such appeal and retains the right to permit the registration of such player despite the fact no transfer has been obtained.

10.16 A player refused a transfer by another league or association or Member Club shall not be eligible to apply for registration in The League in accordance with these Rules and Regulations.

10.17 A player whom does not require a transfer shall become registered with The League when the player has registered into the Competition Management Tool prior to the player’s first match with the player’s new Member Club.

10.18 A player under suspension or disqualification imposed by another league or association shall be eligible for registration as a player of The League but shall be ineligible to play in The League until such disqualification or suspension has

(a) expired within the league or association from which the player seeks the transfer or

(b) been suspended or

(c) been annulled by such other league or association.

10.19 A player’s contract will not be valid until

(a) the player’s contract is lodged with The League

(b) the player’s registration has been entered into the Competition Management Tool

(c) the transfer request has been approved.

10.20 A player shall be registered with only one Member Club at any given time.

10.21 It is the responsibility of the Member Club to keep all original Player Registration and Transfer forms and supply such records within forty-eight (48) hours if requested by The League.

10.22 It is the responsibility of a Member Club to ensure each player meets The League’s Code of Behaviour (Appendix 6) standards.

10.23 If a player and/or Member Club lists incorrect information on the player’s Player Registration and Transfer form or incorrect information into the Competition Management Tool, such player shall be deemed to be unregistered and The League may impose a penalty and/or Fine to the offending player and/or the Member Club.

10.24 A player or Official who has been suspended for a total of twelve (12) matches or more shall have their registration to play or officiate within The League withdrawn but may request a transfer to any other league or association at the completion of their suspension.

10.25 A player who has had their registration to play or officiate within The League withdrawn as per Clause 10.24 is excluded from registration with The League

(a) An ability to Register such player via the approved Online Sports Management system does not validate such player’s Registration.

(b) The League retains the right to withdraw or rescind a player’s or officials registration and or transfer.

10.26 The League retains the right to withdraw or rescind a player’s or officials registration and or transfer.

10.27 The League may impose a penalty including but not limited to

(a) a Fine and/or

(b) the loss of Premiership Points and/or

(c) the loss of the score kicked by a Member Club in a match if it plays a player but not limited to

(i) whom is unregistered or

(ii) whom is not transferred or 

(iii) whom is suspended or

(iv) whom played under an incorrect name or

(v) whom was not eligible to play in a Minor Round match of The League

(vi) whom was not eligible to play in a Major Round match of The League.

10.28 The League may award the Premiership Points and Score to the opposing team as a result of any breach to Regulation 10.27 as it sees fit.

10.29 A Member Club may refuse a transfer for a player if three (3) Men’s players have previously transferred from such Member Club to the same destination Member Club in the current playing season except where

(a) both Member Clubs agree on the transfers or

(b) the player has previously played twenty (20) or more Men’s matches for the Member Club applying for such transfer or

(c) the player has played less than four (4) matches in the previous playing season for the source Member Club.

10.30 A Member Club may refuse a transfer for a player if two (2) Womens players have previously transferred from such Member Club to the same destination Member Club in the current playing season except where

(a) both Member Clubs agree on the transfers or

(b) the player has previously played twenty (20) or more Women’s matches for the Member Club applying for such transfer or

(c) the player has played less than four (4) matches in the previous playing season for the source Member Club.

10.31 A Player Registration and Transfer Form shall be lodged into the Competition Management Tool and approved in full by

(a) the source club,

(b) source league or association,

(c) the destination club,

(d) The League and

(e) the player seeking registration prior to the player playing in a match of The League.

10.32 Determine any matter(s) not provided for in these Rules and Regulations as it sees fit.

11.1  Member Clubs shall comply with the Approved Player Points system (APPS) Rules and conditions as specified in the SACFL Regulations in particular Regulation 31. 

11.2 The Player Points System for a team shall be in accordance with the Rules set out in the extract (Appendix 9) and or Appendix 3 of the SACFL Regulations. 

11.3 A Member Club shall not field a Men’s “A” Division team in any match of The League including Major Round matches where the team’s Total Points Rating exceeds fifteen (15) points. 

11.4 Before playing a match for a Member Club a Men’s player shall complete Section 1(b) – the Player Point Rating – at the bottom of the Player Registration and Transfer Form and such form be made available upon request by The League. 

(a) a player whom attended the school associated with a Member Club for three (3) years or more from the year in which the player turns thirteen (13) years of age shall be given a base rating of zero (0) points. 

(b) such school-Member Club association shall be determined by The League. 

11.5 Except in instances where Points Deductions or Exemptions may apply, a player who has played the majority of their matches for the Men’s team of a Member Club who then transfers to another Member Club shall be allocated three (3) points regardless of which Division the player has either been transferred to or from within The League. 

11.6 For the purpose of the SACFL’s Appendix 4, Clause 8.3 is the ruling regarding the child of a Member Club Life Member attracting zero (0) APPS Points, The League’s interpretation of a Life Member of a Member Club is a person who played a minimum of one hundred and fifty (150) Senior matches for the same Member Club or has given ten (10) years unpaid off field service to the same Member Club. 

(a) The League in its absolute discretion may instigate an investigation it considers appropriate to determine the Life Membership qualifications of a Member Club person. 

11.7 The League accepts no responsibility for a Member Club which may self-assess a player’s Approved Player Points System value which is subsequently determined to be incorrect.

12 SALARY CAP

12.1 Player Payments within The League (Appendix 8) will be in accordance to the SACFL Appendix 2 Total Player Payments except for variations to the SACFL Regulation Total Player Payments Key Areas (Appendix 7). 

(a) the Total Player Payments is to be no more than three thousand two hundred and seventy-five dollars ($3,275.00) for each Minor Round or Major Round match in which a Member Club is participating. 

(b) a maximum Player Payment per match is six hundred and fifty dollars ($650.00) per player.
