17 MATCH DAY OFFICIAL

17.1 A minimum of one (1) Match Day Official who shall be a minimum of eighteen (18) years of age shall be appointed by each Member Club for every match of The League and whom shall be responsible for the following 

(a) shall wear the official Match Day attire as prescribed by The League for the duration of the match being played. 

(b) attend the Umpire’s Room twenty (20) minutes prior to the commencement of the match and introduce themselves to the officiating Umpires.  

(c) escort the Umpire(s) on to the field for the commencement of the match, off the field at the half time break, on to the field for the commencement of the third quarter and off the field at the completion of the match. 

(d) ensure a Match Day Official, or the Captain of the team in the match being played, are the only persons who may approach a Field Umpire(s) at quarter, half, or three-quarter-time breaks in regard to an issue their Member Club would like addressed. 

(e) advise the opposing Member Club Match Day Official that The League may be notified of a person(s) connected with their Member Club for bad language, abusive, aggressive, or threatening behaviour. 

(f) ensure spectators are kept behind the spectator defined line or fence. 

(g) ensure Member Club Coaches and officials keep within their defined area. 

(h) ensure alcohol is not consumed in the defined non-alcohol consumption areas. 

(i) ensure no alcohol or drinks in glass are taken onto the playing field at any time. 

(j) ensure no Member Club officials, players or supporters enter the Umpire’s Room without the Umpire’s permission. 

17.2 For a Major Round match each participating Member Club shall be responsible for supplying two (2) Match Day Officials. 

17.3 The League may impose a Fine to a Member Club found guilty of breaching the responsibilities as listed in Clauses 17.1 and 17.2.

18.1 The Field Umpire(s) shall provide the following on the Match Day Paperwork App within  one (1) hour of the completion of the match

(a) their Best and Fairest Votes.

(b) any Category “A” red card report.  

(c) any Category “B” yellow card report.

(d) the Field Umpire’s Report form.

18.2 If the Match Day Paperwork App is unable to be completed, all Match Day paperwork is to be hand delivered to The League by 10.00am on the Monday proceeding the match and should include

(a) the Team Sheet from both competing teams.

(b) the Field Umpire’s Best and Fairest Votes.

(c) one official scorecard.

(d) Interchange Card.

(e) the Field Umpire’s Report form.

(f) any Category “A” red card report.  

18.3 All Match Day paperwork completed on the Match Day Paperwork App is to be retained by the Home Member Club until the 1st November of each playing season including the following

(a) the Team Sheet from both competing teams.

(b) one official scorecard.

(c) Interchange Card- unless this has been taken by a Field Umpire as per Clause 18.2(d).

(d) The Field Umpire’s Report Form.

18.4 A Fine may apply to the Member Club for not supplying the required Match Day forms to The League as listed in Clause 18.3.

19 MATCH RESULTS PROCEDURE

19.1 When a match in any Division is played on a Friday or Saturday each Member Club shall enter into the Competition Management Tool before 6.00pm on the Saturday of that round of matches.

(a) The Home Club shall enter

(i) quarter by quarter and final scores of the match played. 

(ii) their teams goal kickers. 

(iii) their teams five (5) best players.  

(b) The Away Club shall enter 

(i) their teams goal kickers. 

(ii) their teams five (5) best players. 

19.2 When a match in any Division is played on a Sunday each Member Club shall enter into the Competition Management Tool before 6.00pm Sunday all information as listed. 

(a) The Home Club shall enter

(i) quarter by quarter and final scores of the match played.

(ii) their team’s goal kickers.

(iii) their team’s five (5) best players.  

(b)  The Away Club shall enter

(i) their team’s goal kickers.

(ii) their team’s five (5) best players.

19.3 When a match in any Division is completed after 5:30 pm on any day, each Member Club shall enter into the Competition Management Tool within one (1) hour of the completion of that match.

(a) The Home Club shall enter

(i) quarter by quarter and final scores of the match played.

(ii) their teams goal kickers.

(iii) their teams five (5) best players.  

(b) The Away Club shall enter

(i) their teams goal kickers.

(ii) their teams five (5) best players.  

19.4 The League may impose a Fine to a Member Club for failure to supply such Saturday and/or Sunday match results.

20.1 The appointed Coach of a team of a Member Club shall attain a minimum level of Coaching Accreditation as determined by The League prior to coaching a match of The League.

20.2 If an appointed Coach continues to coach having not obtained the necessary accreditation as prescribed by The League a penalty or Fine may be imposed by The League upon the unaccredited Coach and/or the Coach’s Member Club.

20.3 A Member Club Trainer shall have a current Senior First Aid, CPR Certificate and Level 1 Sports Trainers accreditation at the commencement of the current playing season.  

20.4 If an appointed Trainer has not obtained the necessary accreditation as prescribed in Clause 20.3, The League may impose a penalty or Fine upon the unaccredited Trainer and/or the Trainer’s Member Club.

21.1 The Code of Behaviour (Appendix 6) details The League’s expected standards of behaviour from Member Clubs, Officials, Players and Supporters.

21.2 A Member Club shall be held responsible for the conduct and the behaviour of any Member Club Official, Coach, Assistant Coach, Trainer, Runner, Player, Member, Employee, Supporter or any other person associated with their Member Club (“Associated Person(s)”) at matches in which their teams are participating.

21.3 A Member Club shall be liable to a penalty and/or Fine imposed by The League for a breach of The League’s Code of Behaviour or for misconduct or misbehaviour by their Associated Person(s) at, during or after a match of The League.

22.1 All footballs used in all matches of The League shall be the football designated as the official football of The League.

(a) All footballs used for Women’s matches shall be size four (4).

23.1 A Member Club shall comply with the insurance requirements as directed by The League.

24 FEES AND FINES

24.1 A Member Club shall pay their scheduled fees in four (4) instalments due and payable by 30th April, 30th May, 30th June and 30th July each year.

24.2 Umpire’s fees for Member Club matches played shall be invoiced separately by The League.

24.3 A Member Club may apply to The League in writing for alternative payment methods which shall be considered by The League provided the application is lodged no later than 7 days prior to the due Member Club payment date.

24.4 The League may impose a Fine on a Member Club, official or player for breaching or failing to comply with The League’s Rules and Regulations and/or in accordance with the Fines List.

24.5 The League, the Executive Committee, the Tribunal or the Investigation Committee may impose a Fine and/or a penalty listed or otherwise on the Fines List to a Member Club, official, Coach or player for breaching or failing to comply with these Rules and Regulations and/or The League’s Constitution.

24.6 A financial penalty may be imposed by The League on an outstanding scheduled fee or Fine as determined by The League.

24.7 A Member Club failing to pay a scheduled fee, Fine or other payment for which the Member Club is liable by the due date as determined by The League may be deemed unfinancial and any or all teams of such Member Club may be suspended by The League until the monies owed are paid.

24.8 A Member Club which is deemed unfinancial may not be permitted to participate in further matches of The League including Major Round matches.

(a) when such situation occurs the team which the unfinancial Member Club was due to play shall be awarded the match.

24.9 An unfinancial Member Club’s re-nomination for the following playing season shall not be accepted by The League until any outstanding amount(s) is paid.

24.10 A Member Club may appeal a Fine issued by The League subject to:

(a) the appeal being lodged with The League on the Appeal of Fine Issued form within seven (7) days of the date of the Fine being issued and signed by the President or Chairman of the Member Club forwarding the appeal.
