5 CONDITIONS FOR A NEW CLUB ADMISSION TO THE LEAGUE
5.1 Any club seeking admission to The League shall make its application for admission prescribed by The League to be received by The League not later than 11:59PM on the thirty first (31st) day of August of the year preceding the year for which admission is sought.
(a) The League shall only consider an application for admission from a club which has competed in a SACFL Affiliated League or Association.
(i) within the season prior to which the club seeks admission and or
(ii) has competed in a SACFL Affiliated League or Association for a minimum of three (3) consecutive seasons.
(iii) and is not under any form of suspension, disbarment or moratorium in any other Australian Football league or association.
5.2 The application shall include:
(a) the names and addresses of the applicant club’s office bearers and committee members.
(b) front and rear view of the proposed Home and Away playing uniform(s) of the applicant club to be approved by The League.
(c) the location of the applicant club’s oval(s), all change rooms and club rooms and whether such oval(s) and facilities are shared or not and upon what basis and with whom.
(d) the number of teams, the applicant club desires to compete in The League.
(i) the minimum number of Senior Men’s teams being two (2)
(e) a nomination of the Division(s) in which each team of the applicant club desires to compete.
(f) any other information The League directs to form part of the applicant club’s application to validate any claim to provide evidence of a sustainable football club as described in Clause 5.2 (d) (i) or as determined by The League.
5.3 An applicant club which is admitted to The League shall pay an affiliation fee as determined by The League.
5.4 For the purpose of considering an application for admission to The League, The League retains the right to examine and inspect the applicant club's records, oval(s), all change rooms, clubroom and facilities.
5.5 The League may make any recommendations as it sees fit concerning such applicant club's oval(s), change rooms, clubrooms or facilities.
5.6 The League shall approve the applicant club’s Home and Away playing uniforms.
5.7 The League may at its discretion offer an Associate Membership to a nominating club.
(a) Such Associate Member is ineligible to debate or vote on League business.
5.8 The decision of The League shall be final in respect of whether the applicant club’s application is accepted or rejected and there shall be no appeal against such decision to the General Committee unless approved and convened under the direction of The League Executive Committee to which The League Executive Committee retains full discretion.
5.9 All Member Clubs, existing or applying as a New Club as described in Clause 5 of the Regulations accept The Rules contained as described in The League’s Constitution and or Rules and Regulations which shall prevail in all circumstances over another League or Association, Tribunal or body whether judicial, quasi-judicial or otherwise including the Australian Football League, the South Australian National Football League and South Australian Community Football League.

6 RENEWAL OF MEMBERSHIP OF THE LEAGUE
6.1 Member Club may only assume a right to apply as a Renewal of Membership should such club have participated in a competition of The League the season prior to the season it seeks affiliation, fielded a minimum of two (2) senior men’s teams, is not unfinancial, expelled or suspended from The League in accordance with these Rules and Regulations.
(a) Each current Member Club seeking renewal of its membership with The League for the next playing season shall make its application as prescribed by The League and to be received by The League not later than 11:59PM on the thirty first (31st) day of October of the year preceding the year to which renewal is sought and shall include front and rear view photographs of the Member Club’s proposed playing uniform(s).
(b) A nomination of the Division(s) in which the Member Club desires to complete.
(c) The number of teams the Member Club desires to field in The League shall be
(i) the minimum number of Senior Men’s teams being two (2) and/or
(a) a current Member Club nominating only one (1) Senior Men’s team shall be allowed to field one team only for the playing season in which it seeks affiliation.
(b) should such Member Club not being able to field a minimum of two (2) Senior Men’s teams in the following playing season The League retains the right to reject the Member Club’s renewal of its membership of The League.
(d) A fee as determined by The League which shall be deducted from the Member Club’s scheduled fees for the forthcoming playing season.
(e) Any other information The League may request to form part of a Member Club’s application.
(f) Any Member Club which fails to make such application by the time date specified in Clause 6.1 of these Regulations shall forfeit the right to make application for a Renewal of Membership of The League and in turn be required to apply as per the conditions set out in Clause 5 of these Rules and Regulations.
6.2 A Member Club making an application for an additional team(s) shall pay a fee to The League by no later than 11:59 PM of the thirty first (31st) January in the year to which the application is sought.
(a) if a Member Club withdraws such additional team prior to the date determined by The League the fee shall be refunded in full to the Member Club.
(b) in the event a Member Club withdraws its additional team after the date determined by The League no part of the Member Club’s fee shall be refunded.
6.3 For the purpose of considering an application for renewal of its membership to The League, The League retains the right to examine and inspect the Member Club’s records, oval(s), change rooms, clubrooms and facilities.
6.4 The League may make recommendations as it sees fit concerning such Member Club’s oval(s), change rooms, clubrooms or facilities.
6.5 A Member Club withdrawing a team or teams during the playing season shall pay part of or the total of their scheduled fees as The League deems fit.
6.6 A Member Club expelled or suspended may lose all its rights and privileges conferred by the Constitution and these Rules and Regulations and may not be entitled to any refund of monies from The League in accordance with Clause 6 of these Rules and Regulations.
(a) Such Member Club may forfeit all its rights and privileges conferred by The League’s Constitution and these Rules and Regulations and may not be entitled to make an application for admission to The League in accordance with Clause 6 of these Rules and Regulations unless approved by the Executive Committee.
6.7 A Member Club shall not participate in any aspect of The League whilst any of its Affiliation Fees are in arrears.
6.8 A Member Club will be subject to The Behavioural Rating System as prescribed by The League.
6.9 All Member Clubs, existing or applying as a New Club as described in Clause 5 of the Regulations accept The Rules contained as described in The League’s Constitution and or Rules and Regulations which shall prevail in all circumstances over another League or Association, Tribunal or body whether judicial, quasi-judicial or otherwise including the Australian Football League, the South Australian National Football League and South Australian Community Football League.

7.1 Each Member Club upon acceptance and/or renewal of its membership with The League shall enter information into the Online Sports Management System as determined by The League.
(a) The League may impose a Fine for failure to comply with such request.
7.2 Any Online Sport Management system’s ability to circumnavigate these Regulations does not supersede or take precedence of approvals required as described in these Rules and Regulations to participate in a match of The League whether by Club, Team, Official or player.
(a) The League may impose a Fine and or loss of score accrued in the match specific to a breach of this Regulation.

8.1 Subject to Clauses 8.3(a) and 8.3(b) the Members Clubs Men’s “A” Division teams occupying the lowest two positions on the Premiership Table shall be relegated to the Division below their current Division in the following playing season and
(a) the Member Clubs “B” Division teams shall also be relegated to the Division below their current Division in the following playing season.
(b) the Member Clubs “C” Division teams shall also be relegated to the Division below their current Division in the following playing season.
8.2 Member Clubs Men’s “A” Division team playing in the Grand Final shall be promoted to the Division above their current Division in the following playing season provided
(a) no two teams from one Member Club shall be in the same Division in any one year.
(b) either of the Member Clubs “A” Division teams playing in the Grand Final may choose not to be promoted in the following playing season provided such an option has not been exercised by the Member Club in the previous playing season and the Member Club occupying either of the lowest two positions on the Premiership Table at the end of the Minor Round of matches in the Division above the Member Clubs to be promoted chooses to remain in the same Division for the following playing season provided such Member Club has not exercised this option in the previous playing season.
8.3 The League retains the right to ensure that the lowest Men’s “A” Division has a minimum of eight (8) teams by the following methods where the League has
(a) sixty-nine (69) “A” Division teams the lowest “A” Division and Reserve Divisions will consist of nine (9) teams.
(b) sixty-eight (68) “A” Division teams the lowest “A” Division and Reserve Divisions will consist of eight (8) teams.
(c) sixty-seven (67) “A” Division teams the lowest “A” Division and Reserve Divisions will consist of eight teams and the second lowest “A” Division and Reserve Divisions will consist of nine (9) teams.
(d) Sixty-six (66) “A” Division teams the two (2) lowest “A” Division and Reserve Divisions will consist of eight (8) teams each.
8.4 A Member Clubs “B” Division team will follow the Member Clubs “A” Division.
8.5 The League retains the right to not
(a) instigate Clause 8.2 if this would result in the third team “C Division” of a Member Club being promoted into a Division in which the first team “A’s Division” of other Member Clubs will predominate in the following playing season.
(b) promote a Member Club team playing in a C Division Grand Final to the Division above their current Division.
(c) relegate for the following season a team which finished in the lowest two places in the current season even if a position is available.
8.6 A Members Clubs Womens Divisions promotion and relegation will be determined by The League.

9.1 Subject to the discretion of The League to make such recommendations as it deems fit the method of determining the Premiership in every Division shall be as follows
(a) each Member Club shall play every other Member Club twice in Divisions where there are ten (10) teams
(i) in a Division of more or less than ten (10) teams The League shall determine the program in such Division.
(b) Premiership Points shall be counted, two points for a win, one point for a Draw and two points for an opposition forfeit.
(c) a percentage of the points scored for and against each team shall be determined by The League.
(d) if at the end of the Minor Round of matches two or more teams have obtained the same number of Premiership Points their position on the Premiership Table shall be determined by the percentage in accordance with Clause 9.1(c).
(e) if there is an exact tie for a position then the points for and against in matches played between such tied teams during the Minor Round shall determine the final positions of the teams.
